Currently only for DMD, the build platform is now determined by actually invoking the compiler with the proper -mX switches instead of guessing from the compiler run that was used to build DUB.

Supposedly fixes an issue where a dependency that was build as a static library cannot access symbols of an external library that it needs, because the external library is passed to the linker before the dependency itself.

Rename BuildOptions.noBoundsChecks to noBoundsCheck to be consistent with BuildRequirements.requireBoundsCheck.
