Currently only for DMD, the build platform is now determined by actually invoking the compiler with the proper -mX switches instead of guessing from the compiler run that was used to build DUB.

Move DependencyResolver to its own module and reorder Version<->Dependency.

Still missing:

 - Dependencies are not built separately
 - The hash part of the build directory is not taking into account any build properties right now

Remove dub.internal.std.process compatibility code as it doesn't support browse() and the compile status on older DMD versions isn't tracked anyway.
