Fix sublime text generator file regex ...

Errors were not displaying properly in sublime text before because of the extra empty group capture. 
That group was being interpreted at the error text when the one right after is actually the error text.

The full path was repeated twice in the object file path, resulting in excessively long paths (and failures on Windows). This change uses just the module name part (i.e. just the file *name* of the D file) and combines the path part as a single crc32 value (e.g. "somemod_0a56fb23.o").

Avoid passing linker files to a static library build command line. Fixes #1235.

This pushes the boundaries a bit more on Windows with its short default path length limit, especially in CI settings where the dub package cache is often in a completely different directory hierarchy than the main code that is being compiled.

Packages without dependencies don't have a dub.selections.json file. Previously the absence of this file was deemed to be a sign that the build output is not up to date, thus always unconditionally rebuilding such a package even if nothing changed.

This fixes an apparent regression, where the documentation build fails with "Unrecognized extension", because a "." file name is specified on the compiler command line. The "." is supposed to be the path to the target binary of a dependency, but in syntaxOnly mode, there are no binaries at all.

Link against the intermediate binary files of dependencies. Fixes #921. ...

This change causes the build generator to pass the path to the intermediate build directory (e.g. ".dub/build/*/libfoo.a") instead of the final target path. The major consequence is that temporary builds with dependencies now work (they won't copy the intermediate binary to the final target path).
